You can only get up to four additional soldiers as you’re investigating City 31’s hostile factions. You’re given three choices and you can only pick one each time (seen above). Outside of the four default characters you get - Verge, Godmother, Terminal, and Cherub - your other squadmates are unlocked as you progress.
